"Currently, the case is considered completed. But until when?" Watson said the former Formula 1 driver.
"I suspect this case will rise again this year," he said.
Vettel, the world champion last season, apologized after the race, but also insists that maybe he would ignore team orders in the future.
Since the incident in Malaysia, Vettel and Webber never again be in pole position race two so far.
If both of them back in the order of 1 and 2, Watson says 'Malaysian case' could be repeated.
"I can imagine Webber who thinks that he can also do what Vettel in Malaysia. Yet the action Vettel does not make it subject to sanctions," said Watson.
"The absence of sanctions for drivers who disobey this team I think is very detrimental to the credibility of Red Bull," said Watson.
"Box has been opened and the issue of who can control Vettel now?" he added.
